who pays conveyance deed amount in case of resale flat before society formation

I bought a 2bhk in resale with 'agreement to sale' with both builder and previous owner since society was not formed. I paid 7% stamp duty and registration charges (For Goa). Now, society is formed and I got to know that previous owner only paid stamp duty and conveyance deed charges were collected by builder. This amount was collected in 2018 and there is 1.5% increase since then. Society issued a notice that everyone need to pay this extra 1.5%. As per my understanding, since I already paid registration charges, so conveyance deed charges should be covered in that only. Otherwise, also, this amount should be paid by previous owner. Previous owner is asking me to give him back the amount that he deposited with the builder and pay extra 1.5% as asked by Society, so it is 3.1% extra for me even after paying 7% stamp duty and registration charges. What is the correct procedure in this scenario.
