Three joint owners of a house having two floors. One co-owner locked one floor.

There are three joint owners of a house having two floors. It is un partitioned property. Since from a year one co-owner locked one floor without the consent of others thereby not allowing others to use the same. Please suggest what legal action can be taken in this case ?
