the registration value and market value are different when purchasing a land

When purchasing a land, the resitration value is 50% less than the actual amout we pay, which is said to be market value and that registration amount to be paid via bank transactions, but the rest amount 50% was asked to pay in cash, which in this case is in black. That means we are going to pay tax to the registration amount and not for the rest, Is it legal to do so and do we face any legal issues in future?
