Stay order on flat - due to Builder not paying Loan

I buy flat in Bhiwadi from Builder under "Builder Buyer Agreement" and got Home loan from HDFC Bank. Builder also got loan to buy this land and start construction in Feb'16. Due to some disputes between builders (partners), they refused to deliver flat and stop paying their bank EMIs. Now Bank has taken over the property and not allowed us to check the status of under-construction flats. We have paid 9th installment out of 10 and finding solution to get our flats. Question: 1). What is the next step to take legal action on builder to get possession on flat? 2). Can Builder's Bank can re-sale our under construction flats to other customer? 3). We are paying EMI on Home loan taken from HDFC - can we go legal for compensation of EMIs which we are paying due to delay in possession?
