Does the POA document holding by buyer need to be registered

I (Seller) am selling my flat in Mumbai. In this case, there are two owners. The first owner is Indian and the Second owner is NRI he is staying out of India and brother in law of the first owner. The second owner has given Specific Power of Attorney to the first owner to buy the property and other rights on his behalf. Power of Attorney is stamped by both the foreign Embassy and Indian Embassy and also Notarized with Signature and Thumb impression of all members. My Query Is power of attorney required to be registered in India. as my co-operative housing society members are saying it should be registered in Sub-Registrar Office.
