Conveyance deed is Transferrable or not ?

My Father had purchased Family house in 1996 and has done CONVEYANCE deed , and have not done the Registry of the House till date . I would like to know , if this Convivence deed could be transferred between his two sons or not , and what would be the tentative charges for the same . Can the transfer of CONVEYANCE deed happened , without the property getting registered first ?
