Builders give home buyers one deadline and RERA another to avoid penalty

I have booked a flat on June 2019 , At that time when my agreement was executed(June 2019),project was registered under RERA and had a completion date of 09, Oct 2019.In Rera official website also same has been updated. They have failed to deliver the flats till now (Nov 2019) with a lot of construction still to be done. Now the Builder got a extension from RERA for 1 year till Oct 2020. I bought a home loan and already i am paying interest around 6 months. Builders are not ready pay the interest too. Due to this extension, I have planned to cancel my booking. But the builder is saying you are layable for 20% cancellation charge from so far paid amount. In agreement one date is mentioned, but RERA given another deadline, then who is responsible for loss of buyers. Kindly suggest
