Builder acquired the shop for redevelopment and now he is sending to give the sh

My dad was running a shop from 1975 . He was not educated so he didn't prepared the proper documents and agreement of the shop and used to give rent without the receipt. We only have shop licences since 1998 , electricity bill since 1998, police licences for running a hotel, ration card which was then transfered to our residential address In 2015 the landlord had sold the building to a redeveloper who is redeveloping the building through mhada and forced my dad to leave the shop and now he is telling that he will not give the shop and will just giving 2% of the actual value of the shop. The builder has a very good influence in all departments and is telling us do what ever you want. Please help me and process to get out of this situation and tackle with the builder. Thank you
