Being major share holder of flat, Can i rent it out without Co-owners consent

I am owning a flat for which i am holding majority share 75% while my brother owns 25%. However he is in London and not approachable for long time. in this event, can i let out the flat for rent on my own, with agreement having condition that i can share his rent amount to him as and when he becomes available/ communicable? Is any written or email permission needed from him for the same? Kindly advise as i am incurring heavy losses for vacant flat Also if i let it out, whether can he legally put a stop to the tenancy anytime? Kindly Advise.
