Already paid full anount for house except maintenance but house is still incompl

Paid full amount for the house except maintenance amount but the house is still incomplete in many terms. And the builder is demanding maintenance money or else he won't conplete remaining work of the house like plumbing, primer on wall, door, handles, door locks, etc. Do I have a right not to pay maintenance amount unless the house is completed fully or do I have to pay even maintenance without the completion of house. He won't even handing over the keys. And yes we are living here. So facing many problems due to incomplete work. Any advice please!

You should pay maintenance as per your agreement. If there is a delay on part of the builder, you can file a consumer case and you can apply for interim relief for non-payment of maintenance charges.
