India does not have one universally verified city-level “most pending challans” leaderboard in the public sources I checked, but Delhi is the clearest answer if the question is about the largest known pending challan backlog in a major city. Public reporting says nearly 84% of Delhi’s traffic challans issued over the past four years remained unpaid, with more than 2.5 crore still unsettled out of over 3 crore issued from 2021 to 2024.

Why Delhi stands out

Delhi stands out because it combines very high enforcement volume with very high non-payment. Traffic police data reported in 2025 showed more than 30 million pending traffic challans and notices across the city, and the pendency rate climbed to about 94.3% in 2024 in one report. That makes Delhi one of the strongest candidates for the city with the most pending traffic challans in India.

What drives the backlog

The main reason is scale. Delhi has dense traffic, heavy camera enforcement, and a large mix of private, commercial, and NCR-registered vehicles moving in and out every day. Once challans are issued digitally, many stay open because drivers delay payment, dispute the fine, or simply miss the notice.

Another major factor is payment friction. A 2025 report noted that some unpaid Delhi challans remain unresolved because the payment process can feel complicated, and in some cases online payment is limited to specific violation types. This creates a real barrier for drivers who want to clear fines quickly but do not know the right route.

Commercial vehicles make it worse

Commercial vehicles are a big part of the problem in Delhi NCR. News reports showed that thousands of commercial vehicles had dozens or even hundreds of pending challans, and the top violators often came from surrounding NCR towns rather than Delhi proper. That matters because commercial vehicles are on the road more often, so they accumulate more fines and more unresolved notices.

Why other cities also matter

Delhi is the clearest city-level leader in pending challan backlog, but it is not the only high-volume location. Bengaluru, Chennai, Mumbai, Pune, Hyderabad, and Ahmedabad also have large numbers of pending e-challans because of dense enforcement and high vehicle counts. In one industry report, Bengaluru and Chennai also showed meaningful shares of users carrying 10+ pending challans, which shows that the pendency problem is widespread across Indian metros.

The bigger national picture

At the state level, Uttar Pradesh leads total traffic challan volume, while Tamil Nadu and other large states also generate massive challan counts. But “most pending challans in a city” is a different question from “most challans issued in a state,” and Delhi is still the most cited city for extreme backlog and unresolved fines.

Why this happens in Indian cities

Indian metro cities tend to have the highest pending challans because they combine:

  • heavy traffic density,
  • constant surveillance,
  • more frequent violations,
  • higher commercial vehicle movement, and
  • poor follow-through after notice generation.

When all five factors overlap, pending challans rise quickly and stay unpaid for longer.

What drivers should do

The simplest fix is regular challan checks and fast online payment. Drivers should check by vehicle number or licence number, review all pending entries, and clear them as soon as possible through an official or trusted payment flow. For eligible compoundable cases, Delhi Lok Adalat sessions can also help settle old challans faster.

Which city has the most pending traffic challans and why?

Based on the public data available, Delhi is the strongest answer for the city with the most pending traffic challans in India because its backlog is repeatedly reported at very high levels, including millions of unsettled challans and one of the country’s highest pendency rates. The main reasons are dense enforcement, heavy vehicle volume, and slow payment resolution.
