That depends on the lease agreement between the owner and tenant and whether there is an option of sub-letting. Other than that for non-payment of the rent by tenant you would have to issue a legal notice to the tenant to pay arrears within 7 days of receipt of notice, failing which you will initiate civil and criminal proceedings.
