Secretly recording the video of a patient harrasing me during treatment

A female patient from another government department visited the government dispensary at 1600hrs. She demanded some unauthorised laboratory tests which were denied. She started yelling and shouting on the doctor as well as staff. Created nuisance for 30 minutes and left. She broke the covid protocol while doing this. She was secretly recorded while doing all this. The audio-Video clip was later officially sent to her department with an official complaint. The department is now taking action against the doctor for breaching her privacy and not taking any action against the lady for doing such act. Kindly suggest is the department right in doing so and what can be done in this matter?

sir, the mail has been sent to you. kindly have a look. i wish to inform you that the individual is a serving govt employee visiting a CGHS Dispensary. both the patient and the doctors are bound to follow CGHS/CSMA Rules and anything and everything cannot be prescribed or advised to anyone. she was forcing to do something that is not under CGHS/CSMA Rule and hence her request was denied. please have a look at the mail sent to you and provide your expert opinion. thanks
