Noise Pollution In Residential Area From Needless, Continuous Honking

My house is on a 7 ft narrow lane. Recently there have been a surge in the number of 2 and 4 wheelers through the lane. These vehicles do not follow the noise norms as laid down under THE NOISE POLLUTION (REGULATION AND CONTROL) RULES, 2000 and THE MOTOR VEHICLES (AMENDMENT) ACT, 2019. They honk at will needlessly, continuously and even during night hours when we are sleeping. These loud/shrill horns are extremely annoying, deafening and poses health risks. It is dangerous for elderly family members and kids. What can I do so that the authorities spread awareness and take steps to stop such unnecessery honking and take legal action against the violators?
