I am planning to setup a hookah lounge in Delhi, need to know legalities for it.

I would like to know the registration process for setting up a hookah lounge(non alcoholic) in north east Delhi. And also, other legalities, conditions and legal charges required for this.

For setting up a Hookah Lounge, there are numerous statutory requirements that have to be complied with, including but not limited to - obtaining a license from (i) the Office of Additional Commissioner of Policy, Licensing Department, (ii) New Delhi Municipal Council, Health Department, (iii) Department of Labour etc. The licenses from the said departments shall only be issued upon compliance with various terms and conditions as may be applicable. Some of the said terms and conditions shall include that (i) teenagers should not be allowed; (ii) Ingredients used in hookah should be permissible and not against anti-tobacco law; (iii) smoking zone should be separate from restaurant area if the restaurant is also being run in same premises, (iv) Bar owners will have to give an undertaking to Delhi Police and relevant municipal agency that they will not serve tobacco, (v) Hookahs will be permitted only if the flavour to be used has been tested by the Central Tobacco Research Institute, Rajahmundry or the Shriram Institute for Industrial Research, Delhi and does not contain any tar or nicotine, (vi) Establishment should not be within 100 meters of any educational institution etc.
The process for registering a hookah lounge will essentially require submitting of duly filled forms with the relevant statutory authorities and regularly pursuing the status thereof. Trust you find the response to be useful.
