Regarding Notice period post resignation

I have joined an organisation on 15th of July and have resigned from it on 18th of August for a better opportunity. In the offer letter it was mentioned that probation period is for 6 months however they have auto confirmed my employment within 4 days of joining and without any written communication. The notice period mentioned in the letter is 60 days. And in the separation policy of the company it is mentioned that if employee can not serve the whole notice period then company can withhold the due amount. I can only serve 30 days notice period and i am ready to pay the recovery amount to the company if any. But the organization is not ready for it and are forcing me to serve the whole notice period. Also i do not have any handover to be given and neither do i have any critical task currently assigned to me. What can be the solution to this problem? Can i mail them and leave? Will they provide the fnf and reliving letter in that case? Can they force me to serve complete notice period even after i am ready to pay the recovery amount?
