My previous employer won't give me my experience letter give excuses

My previous employer won't give me my experience letter. He doesn't reply via email calls instead and give excuses and different reasons every time. The HR department is also not replying. I need the letter urgently but he just won't give it . I have all the necessary documents like my offer letter and salary transactions which i have sent them but to no avail. What can i do in the earliest?

1. If you have resigned according to employment contract then employer has no reason to withhold your experience letter.
2. Visit the company personally and try to solve the matter amicably.
3. If they still do not issue experience letter, speak with current employer to waive off requirement of experience letter.
4. Send them a legal notice drafted by a lawyer.
5. As a last resort file case in labour court.
