i need general advice related to RTI

An Executive of PSU can file RTI on its PSU where he is providing his service? If the PSU failing to provide promised basic needs for employee like House,then can he claim RTI ? Employement and labour laws will be applicable to Executives of PSU or they only applicable Non-Executives?
