Employer Holding my Salary for Bond

I joined a company in Bhubaneswar in July 2021, while the initial offer they haven't mentioned they have a service agreement period of 1yr after the probation confirmation. I put my registration after 10 months into total service. My employer put my salary on hold after that. I'm already on the verge on ending my notice period of 3 months. They are asking me to pay 1 month of salary for the settlement. When I asked them about my last months payment. They have told me they will pay me after 2months according to the company policy. I don't want to pay them anymore because I already served my notice period without any pay. What should I do now?
