Deduction of salary without any prior intimation or reason

I am a technical professional working at a central government organisation. I am appointed by a Out Sourced Agency (service provider). Now a days contractual employees in Central government, does not directly appointed by the office but they are absorbed by a third party(service provider) and then place in the office. Now my problem is, each time when government change the party(generally 11 months) the new party deduct a sum of rupees from the first month of salary they pay. Are they really liable to deduct the salary ? Or is it illegal?
