Company policy if breaking internship bond penalty of 1 month stipend.

I was working as an interns in a travel company and company have a policy of compulsory bond of 6 months but I've resigned in 2 months because of further studies. I've resign with prior notice of 10 days. Company paid me 1st month of stipend on time but my 2nd month stipend is not paid yet. I've mailed to company regarding same. company reply was "As per the company norms I have not completed internship duration so company will not process my salary".
