Charged for department enquiry on workplace sexual harrasment

Myself with 3 subordinate charged with workplace sexual harrasment by my superior officer and it's been enquired without giving notice or compliant copy and our office sent preliminary enquiry report with exparte order for disciplinary authority for action now they charged and asked for defending statement. What r the option do we have. No material evidence only 2 persons r saying orally without any proffs
