Can contractual employee regularize or will be continue or Remove fromInstitue

Any Central Government Institute newly established and there was no employee to work there. The Government Institute advertised various vacancies in all India level, and done exam and interview. After some days the selection list published on website and selected candidate joined the Institute on 24 January 2015 and the appointment letter was given for 11 months and after extended yearly basis. but on 8 September 2017 their tenure cancelled immediately and merged as Lower Post outsource job. But if we calculate all services total days in contractual service 960 days continuously and outsource job days are 3056 days total days 960+3056 =4016 days= 8 year 4 month 12 days. Applicant has all documents advertisement/selection list/extension letter/appointment letter etc. all papers . The employee done work against vacant sanctioned post and these posts are not filled till date.
