action against employee left without completing task during notice period

hii I am HR manager, one of our employees was under notice period , stopped coming to duty. what legal action as an employers we should take. we are training institute, service industry, in education management. job contact is available, email communication is also available.

1. You can declare him an absconder.
2. With-hold pending salary and certificates such as experience certificate etc.
3. Sue for amount equivalent of salary of notice period.
