private money lender lend money high interest rate say 10%monthly or 60%annually

Hon'ble Sir/Mam, Plz guide in further matter If drawer has only signed the cheque & the drawee has written the date,amount in figure as well as words by his/her own handwriting assuming the drawee as private money lender lending the money at extremely highest interest rate say 10%monthly or 60% annually. Firstly the drawee of the cheque cannot deposit a blank cheque without prior written consent from the drawer of the cheque, otherwise it will be a case of material alteration as per the provisions of the Negotiable Instrument Act, 1881.
