I have left my rental flat, but the owner is saying us to pay 4000

I have left my rental flat, but the owner is saying us to pay 4000 for the electricity bill. However I never agreed to pay Rs40 per unit... We never had an agreement I told him on multiple occasions to make an agreement but he never made it. And he is sending threatning texts and is saying that he will file a complaint. Please let me know if am i liable to pay any amount

Since there is no agreement, there is no substantive way of proving liability to pay the electricity bill at the quoted price per unit.

Generally, the tenant is liable to bear the utility charges, however, if the apartment is drawing electricity from a DISCOM provider, then the landlord can only demand payment as per the DISCOM issued electricity bill.
